BRUSSELS, March 24, 2026: The Coalition for App Fairness (CAF) enthusiastically welcomes the draft resolution from the European Parliament’s IMCO Committee. It underlines once again the Parliament’s firm expectation that sham compliance will not be tolerated and that enforcement must proceed independently of any external pressure.
The Parliament’s report validates the serious concerns developers have voiced for years. It correctly identifies that gatekeepers are implementing restrictive terms and new fees that leave developers “worse-off than the pre-DMA status quo” and directly undermine the viability of a competitive digital market.
Gene Burrus, Global Policy Counsel for the Coalition for App Fairness (CAF), said: “The European Parliament has taken a decisive step to dispel Apple’s compliance mirage. Gatekeepers are making a mockery of the DMA with new junk fees that violate the law’s core principles on anti-steering. This is particularly frustrating as we have been waiting since April 2025 for full enforcement of the non-compliance decision on steering terms. The Parliament is right to demand the Commission act independently and without delay, and it rightly underlines that enforcement of EU law must be pursued independently of third-country litigation. Political pressure from third countries must not compromise the EU’s sovereignty or its autonomy to enforce its own laws. Europe’s digital economy cannot afford to wait any longer.”
The Parliament has provided the European Commission with an unmistakable mandate to act. It is time to reject these cynical compliance schemes and take immediate, strong enforcement action to deliver the fair and competitive market the DMA promises for Europe’s economy and citizens.
